6th February</title><content type='html'>We had a very successful demo which was held on the Spider Park playing fields, Rhosnesni Lane/Oak Drive Acton Wrexham.&lt;br /&gt;&lt;br /&gt;Amongst the 100 local people who attended the demo were-&lt;br /&gt;&lt;br /&gt;Community Councillor Mr Bill Baldwin he is also director of Borras Albion football club&lt;br /&gt;&lt;br /&gt;Chair of Acton Community Council Mr Brian Kyffin (Acton Community Council have voted against the proposal )&lt;br /&gt;&lt;br /&gt;General secretary of Marston's Sunday League Mr Frank Maddocks   &lt;br /&gt;&lt;br /&gt;Chairman of Borras Park Albion Mr Tom Pierce &lt;br /&gt;&lt;br /&gt;Chair of Acton Tenants and Residents Association and demo organiser  Mrs Sue Parbery &lt;br /&gt;&lt;br /&gt;Mr Keith Hale representing various Football Clubs in the area&lt;br /&gt;&lt;br /&gt;Welsh Speaker for a welsh broadcast on the BBC Mr Dafyd Jones &lt;br /&gt;&lt;br /&gt;Save Open Spaces Wales&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Various issues were raised including,&lt;br /&gt;&lt;br /&gt;The need to change the current regulations that govern the sell off of playing fields,&lt;br /&gt;&lt;br /&gt;The underhanded way in which Wrexham Council have dealt with this matter,&lt;br /&gt;&lt;br /&gt;The fact the the changing rooms and car park which are public at present will be sold off to the private developer should this proposal go ahead.&lt;br /&gt;&lt;br /&gt;The fact that the proposal to move the pitches will result in the footballers having to play on unsuitable boggy ground.&lt;br /&gt;&lt;br /&gt;The fact that Acton Community Council have voted agaist the proposal.&lt;br /&gt;&lt;br /&gt;The fact that Acton Community has a current deficit of playing fields amounting to over 21 acres&lt;br /&gt;&lt;br /&gt;The fact that the Spider Park is the only public playing field for over 13,000 people living in Acton Community.&lt;br /&gt;&lt;br /&gt;The fact the this proposal contradicts Planning Policy Wales.&lt;br /&gt;&lt;br /&gt;The Event was covered by The Leader, The Daily Post and the BBC.&lt;br /&gt;In view of the above issues we will continue to campaign against type='text'>What a dirty trick!!</title><content type='html'>After news got to our ears about the possible relocation of Borras Park Surgery to a site on the playing field known locally as ‘The Spider Park’ (this field borders Oak Drive/Rhosnesni Lane/Borras Road in Acton Wrexham.&lt;br /&gt;&lt;br /&gt;We (The Acton Tenants and Residents Association) got in touch with the developer and invited him and his architect to our meeting, which was held on 3rd November. Wrexham Council sent a representative, Borras Park Surgery had a representative and we invited members of the public who live in the vicinity of the proposed development site together with local football team managers who use the pitches.&lt;br /&gt;&lt;br /&gt;Many issues and concerns were raised at the meeting including the fact that the Spider Park is the only public playing field available to the 13,307 inhabitants of Acton Community and the fact that there is a deficit of playing fields amounting to over 21 acres.&lt;br /&gt;&lt;br /&gt;We were shown plans which amounted to a loss of just over 11% of the field, the developer was kind enough to give us copies of the plans to show to others who were not able to attend the meeting.&lt;br /&gt;&lt;br /&gt;What a shock it was to discover a couple of weeks later that Wrexham Council Officers has another set of plans for the eyes of chosen few at the Guildhall that consisted of a further large slice of the field worryingly next to the proposed development site. When I enquired about it's purpose, I was told that it was a ‘buffer zone’ in case the developer needed more land! &lt;br /&gt;&lt;br /&gt;I rang the developer who stated that he had no idea about the ‘buffer zone’ and he went on to say that he did not want, need or could afford any more land.&lt;br /&gt;&lt;br /&gt;One of our members quipped that Wrexham Council need a ‘buffer’ for when the development gets ‘railroaded through’&lt;br /&gt;&lt;br /&gt;Are Wrexham Council land grabbing again? Well, there is no easy answer I'm afraid, but I have put together a few hints and tips that may help you, these tips have helped me in the past and I hope that they help you too-&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;1. Form an Action Group and then contact 'Fields in Trust' contact details below.&lt;br /&gt;&lt;br /&gt;2. Collect evidence that would support your opposition to the development, look for covenants on the land, public rights of way, environmental concerns, traffic congestion etc. Most importantly, look at your Councils Local Development Plan (LDP) see below. It is more useful to find hard evidence than to say that you use the field to walk the dog, play etc.&lt;br /&gt;&lt;br /&gt;3. Send letters of objection to your Local Planning Department supplying any evidence that you have obtained, get as many people as possible to write an objection letter, the more objections the greater the chance will be that the proposed development will not go ahead. It is my experience that petitions don’t do any good at all; it is only individual letters that hold any sway. You will probably meet with apathy at some point, but keep on, create a ‘standard form letter’ containing evidence contrary to the proposed development and ask the apathetic to just fill in their names and address and date and sign, and then you post it for them. (Some people complain loudly but do nothing to stop it, in my experience)&lt;br /&gt;&lt;br /&gt;4. Ask your local Councillor, M.P and A.M for help, if you find that he/she will not get involved, ask another local Councillor/MP/AM to help, or indeed a prospective local Councillor/AM/MP. Don’t forget that you voted for this person to act as your voice, not their own. And remember who it was that helped you, when the next elections come around.&lt;br /&gt;&lt;br /&gt;5. All LDP’s have to contain a public open space survey/assessment and as most Local Authorities in the U.K. have adopted Fields in Trust’s ‘6 Acre Standard’ as a benchmark standard, it should be easy to find out if your area has a deficit in open space by looking at the survey. Your Local Councillor should be able to supply a copy of the public open space survey for your area. Failing this, you can get a copy from your local planning office.  Sometimes, if you are lucky, your LA will have an online LDP. Your LA should have assessed each ward as follows-&lt;br /&gt;&lt;br /&gt;The Six Acre Standard is   = 2. 40ha per 1000 population, which is broken down as follows-&lt;br /&gt;&lt;br /&gt;1.20ha for Pitch sports such as football, rugby etc (playing fields which contain marked out pitches)&lt;br /&gt;&lt;br /&gt;0.40ha  for Outdoor sports such as tennis courts, bowls, basketball  etc&lt;br /&gt;&lt;br /&gt;0.25ha  for Designated play (Childrens play parks, Swings, slides etc)&lt;br /&gt;&lt;br /&gt;0.55 ha for Informal play space  ( green areas between houses,  informal green spaces etc)&lt;br /&gt;&lt;br /&gt;Total 2.4 ha (approx 6 Acres per 1000 population)&lt;br /&gt;&lt;br /&gt;In looking at your Open Space Survey, you will be able to see if there is a deficit in any of the above types of play/recreational provision.  If there were, then any further development would increase the deficit and on this basis alone, the new development should not be allowed to proceed. Pay particular attention to notes PPG17 and TAN16 of the LDP.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;6. Hold a public meeting at a local village hall and invite members of the public who use the field to attend, you could also invite your local Councillor and M.P and A.M ( it is best to hold these events at the weekend so that as many people can attend as possible.&lt;br /&gt;&lt;br /&gt;7. Contact the local Press and arrange a day where you can gather on the field in protest. Make banners and placards, invite local children, football clubs etc.Write to the letters page in the local press. Have a press spokesperson, somebody who is ‘on the ball’ and is easily obtainable.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;8. type='text'>A victory for The Spider Park</title><content type='html'>Following on from my earlier piece 'When is a playing field not a playing field' I am delighted that after months of arguing the case with Wrexham Planning Officers that the whole of Rhosnesni playing field (the spider park) is a playing field, Wrexham planning have conceded and have now given the field its correct definition of 'playing field'&lt;br /&gt;&lt;br /&gt;This is an important step due to two attempts to build on part of it in the last five years, now that Rhosnesni playing field is officially a playing field, it will be very difficult for any future developer to build on it because it will make the current deficit of playing fields that exist in Acton even greater...a small victory perhaps in planning Cymru</title><content type='html'>I am dismayed to hear that due to the credit crunch, the only Welsh branch of Fields in Trust situated in Cardiff is under threat of closure.&lt;br /&gt;&lt;br /&gt;Fields in Trust Cymru have done so much work for Wales over the past decade and they have helped me in so many ways during the many playing field campaigns that I have been involved with, we need to keep the Welsh Branch open.&lt;br /&gt;&lt;br /&gt;I am now campaigning to get the Welsh Assembly to fund Fit Cymru as the Scottish parliament does for Fit Scotland.&lt;br /&gt;&lt;br /&gt;I have contacted local Assembly Ministers to enlist their support and I hope that they will support such a worthy cause...watch this space, I will update the situation as it unfolds.&lt;div field saved!</title><content type='html'>I attended a public meeting concerning an attempt to build a Medical Centre on Penygelli playing field in Coedpoeth.&lt;br /&gt;&lt;br /&gt;Local people were not pleased about the prospect of their local playing field being redeveloped and they made sure that the Community Council listened to their concerns. I was puzzled as to why Rhosnesni playing field ( known locally as 'the spider park') had suddenly become a playing field comprised of just two playing pitches?&lt;br /&gt;&lt;br /&gt;After contacting Wrexham Planning Department, I was told that only the two pitches had been included as youth/adult playing fields, the rest of the site had been classified as informal open space.&lt;br /&gt;&lt;br /&gt;This is yet another error to add to the growing list made by Wrexham Planning. When I conducted my own assessment of Acton Community I found that the area had a massive shortfall of  approximately 40 acres of youth/adult playing fields. In the definition of play areas to be &lt;b&gt;excluded&lt;/b&gt; as part of the Six Acre Standard the following applies-&lt;/p&gt;&lt;/div&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Section 1.6.9&lt;/span&gt;  ”Such facilities in the Educational Sector and those in the ownership of the Defence Estates are specifically excluded unless they are available for public use by written agreement. The informal or unauthorised use of such facilities falls outside of the definition.”&lt;br /&gt;&lt;br /&gt;&lt;span class="Apple-style-span" style="font-weight: bold;"&gt;Section 1.6.10&lt;/span&gt; However, only the figures of the larger fields that needed approval were published, small pieces of public and school playing fields were not included in the figures.  &lt;p class="MsoNormal"&gt;In England, only fields larger than 0.4 hectares need approval, the smaller fields don’t have the same protection and are not even considered to be playing fields. Hundreds of other pieces of school land have also been sold after being classed as too small to be playing fields.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span class="Apple-style-span" style="font-style: italic;"&gt;The Department for Children, Schools and Families admitted that Ed Balls, the current education secretary, and his predecessor, Alan Johnson, agreed to 19 sales last year. Here is an interesting&lt;span style=""&gt;  &lt;/span&gt;article by Gareth A. Davies in The Daily Telegraph.&lt;br /&gt;&lt;/p&gt;&lt;a href="http://www.telegraph.co.uk/sport/main.jhtml?xml=/sport/2007/12/26/soscho226.xml"&gt;http://www.telegraph.co.uk/sport/main.jhtml?xml=/sport/2007/12/26/soscho226.xml&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;&lt;span class="host"&gt;&lt;br /&gt;&lt;/span&gt;Fields in Trust, formerly the National Playing Fields Association, are stepping up their campaign to save school playing fields and recreational playing areas, with the threat of further sales continuing.  &lt;p class="story"&gt;In September 2007, Alison Moore-Gwyn, director of Fields in Trust, warned in The Daily Telegraph that parents of schoolchildren should be vigilant over the Government's 'Building Schools for the Future' programme, which she believed was a double-edged sword where playing-field sales were concerned.&lt;/p&gt;  &lt;p class="story"&gt;Although Prime Minister Gordon Brown announced extra funding of £100 million for school sport, the 'Building Schools' programme opened up a new threat to playing fields and open spaces. Overall, school sites have enjoyed comparative immunity since 2004, when the rules impacting on their sale were changed.&lt;/p&gt;  &lt;p class="story"&gt;"The Building Schools for the Future programme could change all that," Moore-Gwyn said. "While this programme, a colossal investment in the nation's schools, is exciting for education, it also means local authorities can have a radical overhaul of their educational provision, closing schools and building new ones. Playing fields on the closing schools lie outside the 2004 rules, so that means thousands of school playing fields suddenly look vulnerable."&lt;/p&gt;  &lt;p class="story"&gt;In Scotland, the number of public sports pitches has fallen in 2007. In the first quarter alone, there was a loss of 15 pitches, shown by the research from Sportscotland, the national sports agency, who are the statutory consultees on sales.&lt;/p&gt;  &lt;p class="story"&gt;The total number of pitches lost since 1996 in Scotland is 130. However, Fields in Trust have described the figures as "the tip of the iceberg". Sportscotland said schools had been particularly affected through closures and mergers.&lt;/p&gt;  &lt;p class="story"&gt;Lynne Hayes, a long-term playing fields campaigner in Wales, insists the situation is no better there. "In Wales, we have no idea just how many playing fields have been lost; there is no legislation in force to monitor the situation. At present, we are pressing the Welsh Assembly to monitor the situation and to tighten the laws that govern the sell-offs."&lt;/p&gt;  &lt;p class="story"&gt;In England over the last 13 years, according to figures quoted by former sports minister Richard Caborn, nearly 34,000 sports pitches across England have disappeared. Up to October 1998, it was thought that playing fields had been lost at a rate of one day for the past eight years. It was formed by local playing field campaigners and residents in order to save the Nine-Acre Field from housing development in 2003. That was defeated after a long campaign. Now, in 2008, we need to fight once again to save open spaces in Wrexham from developers and politicians.&lt;/p&gt;&lt;div&gt; The spur for this blog has been the vote on April 23 by Labour councillors to vote to sell off the old Groves school playing fields for development.&lt;br /&gt;&lt;br /&gt;&lt;div&gt;Save Open Spaces is open to all who are committed to protecting our school playing fields, public playing fields and green spaces for future generations. Wrexham has a deficit of playing areas and we need to safeguard what we've got, for the sake of our children. Sadly, Lisa was not re-elected. I corresponded a lot with Lisa,  she supported the campaign to save the Nine Acre field, Ponciau Banks fields and the Statement of Opinion to give the under 8's playing space in schools. She worked very hard trying to preserve playing fields throughout Wales,  we need AM's like Lisa, she will be greatly missed.&lt;o:p&gt;&lt;/o:p&gt; &lt;!--[endif]--&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoPlainText"&gt;&lt;span style=""&gt;I am delighted that Lisa's motion was agreed because it means that so many smaller playing fields can now be saved.  &lt;p class="MsoPlainText"&gt;&lt;span style=""&gt;The Minister for Environment, Planning and Countryside set out a way forward on the issue in his Feasibility Report, as required under Assembly Standing Orders, which was agreed in Plenary on 23 January 2007. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;Dai Lloyd, Plaid Cymru AM, has been granted leave by the Assembly to introduce a proposed Measure on the selling off of playing fields. Dr Lloyd won a ballot in December that enabled him as an Assembly Member who is not a member of the Government to introduce a proposed Assembly Measure. He now has six months to draft and introduce the proposed Measure which will seek to place a duty on local authorities to consider the impact that selling any playing fields could have on the communities around them before proceeding with a sale.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;This means that local residents, sports clubs etc will now all have their say in the consultation process. This is a great leap forward, at present Local Authorities only have to advertise the proposed sell offs for two weeks in the local press, a flawed system in my opinion, due to the announcments being easily missed if you don't happen to read the local press.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;Dai said that he wants to make it more difficult for Local Authorities to sell off playing fields. Hear! Hear! A Statement of Opinion was tabled at the Welsh Assembly calling for space to be given to primary school children under the age of eight years. Currently, as the law stands, children under the age of eight in Wales and England are not given any space whatsoever for team games.&lt;br /&gt;&lt;br /&gt;This barbaric regulation has enabled many local authorities to sell off large chunks of primary school fields in favour of housing development, we call for a change in the law and we insist that children of all ages are given space.&lt;br /&gt;&lt;br /&gt;The Statement of Opinion was supported by the following Assembly Members. Wrexham has a deficit of playing areas and we need to safeguard what we've got, for the sake of our children. If we do nothing, there will be nothing but tarmac and concrete in our town. Once these vital green spaces are gone, they are gone forever.&lt;br /&gt;&lt;br /&gt;We need to ensure that the people we elect to voice OUR opinions are people that really care about these priceless community assets,  we need to feel confident that they will ensure that these green spaces and playing fields are not sold off to make a fast buck due to budget shortfalls. If you care about your community playing field, use your vote wisely for the sake of your children and your grandchildren. At present, we are pressing the Welsh Assembly to monitor the situation and to tighten the laws that govern the sell-offs.&lt;br /&gt;&lt;br /&gt;In England over the last 13 years, according to figures quoted by Sports Minister Richard Caborn, nearly 34,000 sports pitches across England have disappeared.&lt;br /&gt;&lt;br /&gt;In a study carried out for National Play Day in August 2005, the National Children’s Bureau found that children said that poor provision of play spaces, and the fear that the outdoor world is unsafe, leads them to stay indoors. Other supporting facts and figures produced at this time include (UK figures):&lt;br /&gt;&lt;br /&gt;• Fears for children’s safety have increased. The radius around the home in which children are allowed to roam has shrunk to a ninth of what it was in 1970. In 1971, 80 per cent of seven- and eight-year-olds walked to school alone, in 1990 the figure had fallen to 9 per cent.&lt;br /&gt;&lt;br /&gt;• For every acre of play space there are 80 acres of golf club space.&lt;br /&gt;&lt;br /&gt;• Playing fields have been lost at a rate of one a day in the last eight years.&lt;br /&gt;&lt;br /&gt;These figures are dreadful, children learn through play and although there is a place for ‘organised’ games and sporting facilities, we also need to keep the ‘ordinary’ community playing fields in order for children to express imaginative ways of play and communication, they need to be able to play freely and safely, to make up their own games, as one child put it “Playing is what I do when nobody is bossing me around”&lt;br /&gt;&lt;br /&gt;Children have a right to play.
